CARH Scholarship Foundation

James L. Poehlman, Gordon L. Blackwell and Jack Godin, Jr. Scholarships 

Each year, the CARH Scholarship Foundation awards three students of CARH-member properties $1,000 per semester for educational expenses, for a maximum of four years of funding. Recipients of this award are judged on their standardized test scores, high school grade point averages, recommendations from teachers/high school office, personal reference letter, extracurricular activities, participation in Advanced Placement (AP) courses and greatest potential for utilizing the resources offered by the scholarship. CARH's scholarships are named after James L. Poehlman, Gordon L. Blackwell and Jack Godin, Jr., three CARH members who were instrumental in our association's success. When each passed away, they left a distinguished record of service to CARH and to the affordable rural housing industry in general. CARH is proud to name its scholarships in their honor.

The CARH Scholarship Foundation presented the first scholarships during CARH’s 2006 Annual Meeting and Legislative Conference.  CARH and the Foundation thank all of our members for their support of the Scholarship Fund -- in pledges, special donations and purchases made at the live and silent auctions at the 2005-2009 Annual Meetings.  Click Here to view the 2008 CARH Scholarship Foundation Annual Report.

2010 Scholarship Recipients
Paula Lockhartlockhart2010
Paula Lockhart is a resident of Cumberland Village in Saint Marys, Georgia, a property managed by CARH member, Hallmark Management. Paula is a member of the 2010 graduating class of Camden County High School, where she holds 3.52 GPA. She tutors other students and is an active member of the Drama Club and International Thespian Society. Paula has been accepted to Wesleyan College where she plans to major in Theatre and Mass Communications. Paula was awarded the 2010 James L. Poehlman Scholarship.

Grace Belnap is a resident of West Tisbury in Rexburg, Idaho, a property managed by CARH member, Syringa Properties. Grace is currently attending BYU-Idaho where she holds a 3.88 GPA and is pursing her bachelor’s degree with a major in Communications, emphasis on Journalism. Grace is married and the mother of two sons. She teaches tap dance in the Dance Department and will be writing for the campus newsletter next semester. In addition, she is active in her church.  Grace was awarded the 2010 Gordon L. Blackwell Scholarship.

lee2010Charles Lee
Charles Lee is a resident of Carriage House Manor in Andalusia, Alabama, a property managed by CARH member, Sunbelt Management. Charles is a member of the 2010 graduating class of Andalusia County High School, where he holds 3.89 GPA. In school, he is involved in band (serving as band captain), SGA and the Peer Helpers Club. He was voted Homecoming King, Friendliest and received the Class Citizenship Award and Shakespeare Leadership Award. Outside of school, he has been the City Youth Ambassador for his hometown of Andalusia. Charles plans on attending Troy University to pursue a BSN in nursing.

2009 Scholarship Recipients
jensenTrey D. Jensen

Trey Jensen was a resident of Hillside Park Apartments in Tonasket, Washington; a property managed by CARH member Ad-West Realty Services.  Trey graduated from Tonasket High School in 2009 with a 3.67 GPA.  He participated in varsity wrestling, on the prom committee and volunteered as a lunch server and at track and field meets.  He was named the 2009 Academic State Champion in his wrestling weight class.  Outside of school, Trey was involved with the Tonasket Assembly of God Youth Group, helped in the Young Life dinner club and volunteered as a 6th grade camp counselor, as a little league wrestling volunteer and as a little league wrestling tournament referee.  He currently attends Western Washington State University where he plans to earn a degree in pre-physical therapy and then enroll in a Doctorate of Physical Therapy program.  He would like to pursue a career as a physical therapist.

mitchell_domonique1DoMonique Mitchell
DoMonique Mitchell is a resident of Water Oak Apartments in Athens, Alabama; a property managed by CARH member, Morrow Realty Company.  DoMonique graduated from Athens High School in 2009 with a 3.86 GPA.  She was an active member in the National Honor Society, National Beta Club and Spanish Club.  She also served as a varsity basketball statistician.  Outside of school, DoMonique is involved with the Poplar Creek Missionary Baptist Church.  She sings in the choir and was a participant in the young adult bible study program and young adult ministries.  She worked with the Salvation Army Christmas Angels, helped feed the homeless during  holidays, tutored local youth and is a member of the Lambda Chi Sorority.  She is currently attending Calhoun Community College where she plans to earn a degree in computer science or pre-engineering.


2008 Scholarship Recipients
hobsonAngela Hobson
Angela Hobson was a resident of Burbaker Square Apartments in New Carlisle, Ohio; a property managed by CARH member, The Provident Companies.  Angela graduated from Tecumseh High School in 2008 with a 3.71 GPA.  She participated as secretary in the Show Choir, was a member of the National Honor Society, the Optimist Club and on the Fellowship of Christian Athletes.  Outside of school, Angela was involved with the Church Youth Group and the Bethel Churches Food Bank.  She is currently attending Indiana Wesleyan University where her major is in Psychology and minor in Youth Ministry.  She plans to pursue a career as a Christian Youth Counselor.

kernLaSquizzie Kern
LaSquizzie Kern was a resident of Hannah Heights in Ethel, Mississippi; a property managed by CARH member, Intervest Corporation.  LaSquizzie graduated from Ethel High School in 2008 with a 3.97 GPA.  She was Senior Class President, Valedictorian and was involved with the Student Council, the Yearbook and the Senior Day/Graduation Committees.  She wrote a play entitled "Operation Eye Care" for the Beta Club which was performed at a local elementary school.  The play focused on the need to get your eyes checked, wearing glasses and protecing your sight.  She also volunteered at a senior citizen's home and the Ronald McDonald House.  She is currently attending the Mississippi University for Women.


2007 Scholarship Recipient

Britania Loris Hutchinson was a resident of Parkwood Apartments in Pell City, Alabama; a property managed by CARH member, Hollyhand Companies, Inc.  She graduated from Pell City High School in 2005 with a 3.4 GPA.  She graduated from the University of Montevallo in the spring of 2010.  Britania has balanced her success with raising a daughter as a single mother.

Lyshanda (Robinson) Harbin 
Lyshanda Robinson was a resident of Brandywine Apartments in Arab, Alabama; a property managed by CARH member Sun Belt Management, Inc. She graduated from Arab High School in 2006 with a 3.6 GPA and participated in several extracurricular activities. Lyshanda was the first member of her family to graduate high school and, in 2008, has since graduated from Wallace State Community College. She is married and now goes by Lyshanda Harbin.

Charmelia Danielle Davis
Danielle Davis was a resident of Sagewood Apartments in Eutaw, Alabama; a property managed by CARH member, the Morrow Companies.  Danielle graduated from Greene County High School in 2005 with a 3.6 GPA and was very involved in extracurricular activities.  She graduated from the University of Alabama in the summer of 2009.

Tax Credit Percentages

  • Previous Month's Credits

    The IRS publishes monthly credit percentages that apply to low-income housing tax credit buildings placed in service that month.  There are two rates:  the 70% present value credit (PVC) and the 30% present value credit.  The maximum 70% rate is available for low-income new construction and substantial rehabilitation expendiretures that are not federally subsidized.  The maximum 30% rate applies to acquisition expenditures and to federally subsidized low-income new construction or substantial rehabilitation expenditures.

    *Note: The Housing and Economic Recovery Act of 2008 provides for a flat minimum percentage of 9% for the 70% present value housing credit for projects placed in service after July 30, 2008.
