Stakeholder Listening Session for the Section 538 Guaranteed Rural Rental Housing Program (GRRHP) Updates

The USDA Rural Development (RD) Multifamily Housing (MFH) Production and Preservation Division will issue a Notice in calendar year 2023 to announce updates to the Section 538 Notice of Solicitation for Applications (NOSA) that was published in the Federal Register (82 FR 60579) on December 21, 2017.

The new Notice will consolidate recent changes and replace the NOSA that was published on December 21, 2017, (82 FR 60579) as the reference for interested parties to follow when submitting GRRHP applications.

Topics covered during the listening session will include updates to program requirements such as application submissions, contact person(s), priority scoring, energy efficiency tracking, changes to the current NOSA Response Form, issuance of the Conditional Commitment, among other topics.

The MFH Production and Preservation Division will host this stakeholder listening session on Tuesday, February 7, 2023, from 1:00-2:00 PM ET. Interested participants should pre-register. A confirmation notice will be emailed to registrants.

Upcoming FY 2023 SuperNOSA Highlights

The USDA RD MFH Production and Preservation Division will be reconfiguring MFH’s Notice of Solicitation for Applications (NOSA) process for the following Multifamily Housing (MFH) programs for Fiscal Year 2023:

  • Section 514/516 Farm Labor Housing
  • Section 515 Rural Rental Housing
  • Multifamily Housing Preservation and Revitalization (MPR) Demonstration Program

The MFH Production and Preservation Division will issue a consolidated SuperNOSA to implement consistency across program applications, simplify the application process, improve application processing timeframes, and enhance transparency and predictability of programmatic funding cycles.

Those interested in learning about the planned new application process are encouraged to join the MFH Production and Preservation Division staff for a discussion about the highlights of the SuperNOSA on Wednesday, February 8, 2023, from 1:00-2:00 PM ET.  Interested participants should pre-register. Stakeholder Listening Session for the MFH Technical Assistance (TA) Grant ProgramsFY 2023 Consolidated Notice of Funding Availability (NOFA)

The USDA RD MFH Production and Preservation Division will issue a consolidated Notice of Funding Availability (NOFA) for MFH Nonprofit (NP) Transfer TA Grants and Off-Farm Labor Housing (FLH) TA Grants in early calendar year 2023.

The MFH NP Transfer TA Grant program provides grants for TA providers to assist nonprofit organizations (NP) and Public Housing Authorities (PHA) seeking to acquire and preserve Section 515 properties.

The Off-FLH TA Grant program provides grants for TA providers to assist organizations and groups applying for Section 514 Off-FLH loans and Section 516 Off-FLH grants.

The MFH Production and Preservation Division will host this stakeholder listening session on Thursday, February 9, 2023. Topics covered will include general program requirements and guidance, stakeholder feedback/questions, and additional program resources for stakeholders. During the session, stakeholders will have the opportunity to provide feedback to Agency staff on the MFH TA grant programs, including how TA can better facilitate the transfer and preservation of existing Section 515 Rural Rental Housing and expand opportunities for the development of Off-FLH.

The listening session will be held on Thursday, February 9, 2023, from 1:30-2:30 PM ET. Interested participants should pre-register. A confirmation notice will be emailed to registrants.
