HUD has published a new tool to assist Public Housing Authorities (PHAs) in assessing the impact of a RAD/Section 18 Blend on the revenue available to a property and then in implementing RAD/Section 18 Blends. The following updated resource is now available:
- RAD Rents: HUD has re-published the RAD Contract Rents that are used to determine the initial Section 8 contract rents for new applications for public housing properties converting under RAD. The baseline RAD Rents are based on 2024 public housing funding in 2024 (“2024 RAD Rents”) and are adjusted by the 2025 Operating Cost Adjustment Factors. The re-published spreadsheet adds two new features:
- In addition to the RAD contract rents based on public housing funding for each public housing property, the spreadsheet proNewvides an estimate of the contract rents under each type of RAD/Section 18 Blend.
- The workbook includes a new tab where a user can quickly look up what the contract rents would be for a specific property and the impact on property revenue.
For PHAs that already have a Commitment to Enter into a Housing Assistance Payments Contract, (CHAP) award, PHAs can use a new feature on the RAD Resource Desk (within the Concept Call checklist) to calculate the specific rents available under a RAD/Section 18 Blend.
HUD will continue to develop tools and guidance to support PHAs considering the use of RAD and welcomes any feedback on materials that would be helpful.
